Objectives

To bring forward the concerns of the citizens on the current crime rate and to seek the Prime Minister, Home Minister & Inspector General of Police for the implementation of various plans in ensuring our neighbourhoods’ safety with immediate effect.

 

 

Background

Today, daily newspapers reports frequently highlight cases of crime taking place. Such crimes (robbery, residential break-ins, snatch thefts, pick pockets, rape cases, and children kidnapping etc...) have become part of our daily life.


Overall the National Crime Rate in year 2007 had increased by 15.74 per cent with the exception of Kedah.


On the crime index, Deputy Home Minister Datuk Chor Chee Heung said there were 209,559 cases in 2007 with a slight increase to 211,645 cases last year. He said 3,643 foreigners were involved in crime in 2007, an increase from 4,883 last year.


In the first two months of this year, the crime index nationwide stood at 34,488 cases of which 45 cases or only 1.58 per cent involves foreigners.


Chor said the narcotics department detained 2,080 traffickers nationwide in 2007, compared with 2,572 people last year. He said between January and February this year, 488 drug traffickers had been nabbed nationwide.

 

EXECUTIVE SUMMARY

 Action Required

To be transparent and to be up-to-date in the statistical reporting of our Crime Indexes as published by the PDRM.

 

To mobilize Federal Reserved Un it (FRU) to be on walking beats.

 

To mobilize the army to take over the duty of PDRM in securing airport s, railway stations and ferry stations. This will inevitably release / free up more policemen to be on duty for the civilians or residents.

 

To have more plain- clothed or undercover policemen on duty especially in areas of high crime rates.

 

To mobilize local government enforcement (Town or City council) to assist PDRM in enforcing crime prevention.

 

To install more CCTVs on the street as monitoring tools in areas with high crime rates.

 

To revive and reactivate the “Rukun Tetangga” initiatives in all residential areas.

 

To increase radio-car patrols and patrols on motorbikes by the police.

 

To mobilize mo re safety & awareness campaigns for residents on crime prevention and on on how to avoid being an easy target for the criminals.

 

Police to hold more seminars in major locations (shopping malls and schools for example) to promote crime prevention awareness and to build relationships with the communities which could be crucial in solving crime cases.

 

To enforce more road blocks in residential housing area.

 

To enable policemen to stay in selective residential housing area with high crime rates. Being guardians for these residential areas, they would develop good relationship with the residents and enable more reporting of crime cases.

 

To enable policemen to set up local committees with NGOs' involvement so as to have regular meetings (once every 2 months) to discuss action required. This will foster appropriate citizen involvement in local policing endeavours.
